The study of the relationship between development and democracy has been one of the most controversial since historical times. There has been mixed results in relation to the above variables. Others find a positive association while others find neutral association and while others find no relationship at all. It is on this basis that this study found out that what matters for two to take shape is the issues of building strong institutions which are free from corruption, client patron relationship and good policies. That is how both democrats and totalitarians were able to build economically self sustaining states that experience high levels of development.

Professor Nicholas Sunday Nicholas Olwor has been an outstanding academician and a practicing Public Administrator with experience spanning over 20 years in the service of the government of Uganda, and 11 years of lecturing and research at the postgraduate level. He is an all rounded person in matters of governance and Political Law.
