'The Denial of Administrative Assistance in the Right of Assembly. An Examination of the Police State of Emergency and the Burden of Proof from the Perspective of Administrative Assistance Law': The thesis examines the strict official burden of proof that has been developed in recent case law on assembly law for the justification of a police state of emergency. Following a presentation of the principles of administrative assistance law and the significance of duties to protect under assembly law, the work develops a solution for the as yet unresolved attribution of insufficiently justified refusals of administrative assistance in transnational constellations.

Philip Max Krüger studierte von 2013 bis 2019 Rechtswissenschaften an der Georg-August-Universität Göttingen mit Auslandsaufenthalt an der Université de Lausanne. Rechtsreferendariat im Bezirk des Oberlandesgerichts Celle von 2021 bis 2023. Im Anschluss Eintritt in eine alteingesessene Hannoveraner Rechtsanwaltskanzlei mit den Schwerpunkten Verwaltungsrecht und Medizinrecht.
