Markus Wagner studierte Rechtswissenschaften an der Universität Augsburg und war anschließend zunächst als Wissenschaftlicher Mitarbeiter, später als Akademischer Rat auf Zeit an der Justus-Liebig-Universität Gießen tätig. Dort wurde er 2015 promoviert und habilitierte sich im Februar 2022. Nach Lehrstuhlvertretungen in Leipzig und Marburg ist er seit Oktober 2022 Inhaber der Professur für Strafrecht und Strafprozessrecht an der Rheinischen Friedrich-Wilhelms-Universität Bonn. Er forscht zum Wirtschafts- und Völkerstrafrecht, zum nationalen Straf- und Strafprozessrecht sowie zur Normentheorie.
