'National Defense. Structure, Scope and Decision-Making Competences of the Armed Forces for the Protection of the Federal Republic of Germany': Recent or resurgent threat scenarios, such as terrorism, cyberwarfare or new ones as the Russian war of aggression cause necessity to constantly re-examine the concept of defense and its accompanying additional competences of the German armed forces. For this purpose, the operational powers are concretized in an individual and overall systematic view. Additionally the review is framed by a consideration of the corresponding decision-making competences.

Maximilian Orthmann studierte Rechtswissenschaften an der Rheinischen Friedrich-Wilhelms-Universität Bonn und der Université de Fribourg. Anschließend war er als Doktorand am Institut für Öffentliches Recht am Lehrstuhl von Prof. Dr. Reimer in Bonn tätig. 2021 wurde er von der Juristischen Fakultät der Universität Bonn zum Dr. iur. promoviert. 2022 legte er sein zweites Staatsexamen ab.
