'Federal Financial Solidarity' The financial equalization among the Länder has been controversial since the foundation of the Federal Republic. In 1986, the Federal Constitutional Court introduced a concept of federal solidarity in order to determine the adequacy of financial strength differences according to Art. 107 para. 2 Basic Law. As the concept itself remained vague, this thesis proposes a theoretical construct of federal solidarity, which would result in both restricting and correcting effects on the federal order.
