Frank FLEERACKERS is Professor of Law at the KULeuven Law Faculty, Belgium, former Dean of the KU Brussels Law faculty, Belgium, and Visiting Scholar at Harvard Law School and Massachusetts Insitute of Technology, Cambridge, USA.
